Shenzhen has introduced four key measures to strengthen control over codeine-containing drugs. First, it enhances management of the production side by requiring manufacturers to clean up their customer base and concentrate sales channels. They must implement a “three filings†system for agents, product types, and monthly production and sales data. Second, wholesale operations are closely monitored through a filing system for both companies and products. Unregistered enterprises are not allowed to handle these drugs.
